The Congress manifesto promises to provide 35 kg of free of cost rice to people not in the Income Tax category and free TV sets to below poverty line (BPL) families if it comes to power in the state.

Farmers who suffered in the recent drought will have their interest on loans waived off. All those under BPL will be provided Health insurance cover of Rs 30,000 per year at a cost of Re 1 and those under APL can get the same cover for Rs 10. Ambulance services will be extended to all parts of the state.

The manifesto also commits free education for girls, including higher education. The party would impart skill-based training to one crore youth to improve their employment chances. In addition, self-help groups of at least 50 women members would be given Rs 50,000 as seed money.

The manifesto also talks about the rehabilitation of the families living in the Jharia Coal belt where underground fires have been raging for years.

To address the Maoist problem, the state would engage in a dialogue with left extremists, while taking tough measures against those indulging in violence.

The manifesto promises increased job reservation for local citizens of the state in PSUs. The party would push the centre to relocate PSU headquarters of Steel Authority of India, Damodar Valley Corporation and Coal India to the state.

To improve the political stability in the state, the Jharkhand Assembly seat strength will be increased from 81 to 140 and a Legislative Council would be set up to include more educationists and intellectuals.
