Jan Adhikar Party (JAP) Manifesto

The Pappu Yadav-led Janadhikar Party is part of the so-called Third Front in the Bihar assembly polls, which is contesting 64 seats.

Its election manifesto includes the following promises:
  • Education of children of all government officials and public representatives in government schools to be made mandatory.
  • All roads in Bihar to be made toll-free for farmers and students.
  • A 30% subsidy and sales tax concession be provided to students for purchasing automatic scooters.
  • Couples with two daughters to be given a sum of Rs. 50,000 for each girl child.
  • The Sachar Committee recommendations to be implemented speedily
  • Shops selling adulterated medicines toface a Rs. 50 lakh penalty, licences to be cancelled.
  • A grant of Rs. 10 lakh to be provided for those marrying into a different caste, plus a government job for the wife.
  • An upper limit of Rs. 20 lakh to be fixed for weddings, and a luxury tax to be imposed if cap breached.

The 2015 Bihar elections will be spread over five phases between October 12 and November 5. The results for the 243-member assembly will be declared on November 8. It is essentially a two-sided contest, but there are other alliances and parties in the fray too.

The main contest is between the Mahagathbandhan (comprising the JD(U), RJD and Congress) and the BJP-led NDA, which also includes Lok Janshakti Party (LJP), Rashtriya Lok Samta Party (RLSP) and Hindustani Awam Morcha (HAM). While the Congress is contesting from 41 seats, the JD(U) and RJD are contesting from 101 seats each. Meanwhile, the BJP is contesting from 160 seats and its allies have been allotted a total of 83 seats. Ram Vilas Paswan's LJP is contesting from 40 seats, RLSP from 23 and HAM from 20.

Besides these two major alliances, the Mulayam Singh-led ‘Third Front’ could play the spoiler for the Nitish Kumar alliance. Mulayam’s Samajwadi Party has teamed up with five other parties — NCP, Janadhikar Party, Samras Samaj Party, Nationalists Peoples Party and Samajwadi Janata Party. According to the seat-sharing equation of the alliance, the SP will contest 85 seats, the Pappu Yadav-led Janadhikar Party 64, NCP 40, SSP 28, SJP 23 and NPP 3. Other parties and alliances including the various Communist Parties, Shiv Sena (which is going solo) and the BSP are also in the fray.

Caste, as always, will play a key role in the elections.

Chief Ministerial Candidates of Various Parties in Bihar

A good number of political leaders will be fighting for a place in the Bihar legislative assembly in the coming days. Some of them are going to be projected as the contenders for the coveted post of Chief Minister of Bihar by their respective parties. The CM candidate for the JD (U) remains the present Chief Minister Nitish Kumar. Kumar, in fact, is going to be the face of the grand alliance of JD (U), RJD and the Congress in Bihar. However, their chief rival BJP, despite an embarrassing rout in Delhi, may once again refrain from selecting a Chief Ministerial candidate of their alliance in the state with LJP, RLSP and the HAM. BJP's ally RLSP has projected Union Minister Upendra Singh Kushwaha as its CM candidate. Although nothing has been officially announced yet, we might soon notice a few faces coming to the fore formally as the state gears up for the elections.
