On the basis of Covid 19 positivity rate and availability of oxygen beds in the state of Maharashtra, the Maharashtra government announced a 5-level unlock plan for different classes and categories. 

The official order from the government stated that there shall be five levels of restrictions for different classes/categories of activities. 

Level 1 includes all districts where the Covid case positivity rate is 5% or less and the occupancy of hospital beds is lower than 25%. Level 1 district will be allowed to fully unlock and all activities will continue normally. All sectors including public transportation, cultural occasions, shops, restaurants, sports, theatres, malls, industries, private and government offices will be allowed to open. All shops will stay open. Weddings, funerals, industry, construction activities can restart again. With the permission of the local disaster management authority, local trains have been allowed.

Level 2 comprises cities and districts that have a 5% Covid case positivity rate and 25-40% occupancy of hospital beds. Mumbai is in level 2. Theatres, malls, restaurants, gyms, salons, and beauty parlors will be permitted to operate at 50% occupancy. All shops will be permitted to stay open during regular hours. 

Level 3 includes all districts where the Covid case positivity rate is 5-10% and the occupancy of hospital beds is more than 40% fall under level 3. Shops that sell essential items will be allowed to stay open till 4 pm every day and those selling non-essentials can function only on weekdays. Malls and theatres will stay closed. Section 144 will be applicable at this level. Gyms, salons can open only till 4 pm. Restaurants will stay open till 4 pm on weekdays. After 4 pm, only delivery services will be allowed. Construction activities will be allowed with 50 percent staff.

Level 4 includes areas having a positivity rate of 10-20% and 60% occupancy. Shops that sell essential items can stay open till 4 pm every day. There will be a curfew post 5 pm. The manufacturing sector will be allowed to open with 50 percent capacity. Public transport will be allowed at 50 percent capacity. Section 144 will continue

Level 5 includes cities and districts that have a positivity rate of 20 % and above and an occupancy rate above 75 %. There will be no relaxation in such areas. An e-pass will be necessarily required to travel to/from any city/district.
